How can I report a potential violation of ActBlue’s terms and policies?

ActBlue provides a platform for Democratic campaigns, progressive organizations, and nonprofits to process donations online and build people-powered movements.

We always want to ensure donors have a positive experience using our platform, and we require all organizations using our platform to adhere to our Terms of Service (including our Account Use Policy).

Any entity that uses our platform must not intentionally engage in, promote, or coordinate aggressive, unethical, or deceptive fundraising behavior that abuses donor trust. ActBlue will consider the totality of behavior when reviewing for abuses of donor trust, including but not limited to:

  • Fundraising solicitations that are clearly meant to mislead or confuse donors
  • Spending a small percentage of funds raised on meaningful electoral work
  • Higher than average refund rates, or repeated instances of high-dollar refunds
  • PAC leadership personally profiting from PAC fundraising, including as a vendor or consultant
  • Consistent external complaints about the PAC’s behavior on the platform

Also of note, PACs must clearly identify themselves by adhering to the following:

  • All text and email fundraising solicitations must include the full name of the PAC. Abbreviations are not acceptable.
  • Fundraising solicitations must make it clear that the money is going to the PAC and not directly to a candidate.
  • Contribution forms must make it clear the money is going to the PAC.
  • Contribution forms must include a branding with the PAC logo or name, and the form link must not be misleading

If you believe that someone on our platform is violating these terms or engaging in misleading or objectionable behavior, please reach out by following the steps below. We will address the situation with the campaign or organization if necessary.

Please email info@actblue.com with the subject line “Reporting Possible Violation.” In order to complete a thorough review, you will need to include the following in your email:

  • The name of the campaign or organization that you believe is in violation or sent you the message (ActBlue does not send messages or fundraising solicitations on behalf of any campaign or organization);
  • A description of what happened and why you believe the campaign or organization is violating our Terms or Account Use Policy or otherwise needs to be reviewed;
  • A copy of the message you received from the group, if applicable (email, ad, text message, etc.); and
  • A link to the ActBlue-hosted contribution form that the campaign or organization sent you, if applicable.

We also highly recommend that you reach out to the campaign or organization directly to share your feedback. Hearing directly from supporters like you is vital to campaigns and organizations as they set their strategy. You can typically find contact information for a given campaign or organization on their website, or in the footer of their email communications. We are also happy to provide contact information.
